t3/t4 or t28
Me personally I would go with the t3/t4. A good t3/t04b will work nicely. If you are planning on future buildups I would go with the t3/t04e...it will lag a little more, but will give you more top end power.
T28 is nice also. If you are going that route..I would recomment the Silvia S15 turbo. It is ball bearing and is really responsive. Great for street driven cars.
It all comes down to what you want and what it's for. If you want auto-x or street, go with a smaller t3/t04b, otherwise the t28 will also do great. If you want drag racing, highway or the sort....get a t3/t04e. It's better to get what you want then what people tell you. Everyone has there own opinions.

But sunce i know nothing and look for you guys for help... i heard that the t28 spools up right away, so it has virtually no lag and it is easier on your engine, which seems like it would be an advantage over a t3/t4... let me know
