Default OBD2 vs OBD2b

I was looking for some parts from my car (01 GSR) and could not figure out for the life of me why these products were only approved for up too 2000 and legal for the RSX but not my car. So, I contact someone from CARB and they explained that OBD2 was introduced as early as 1994 for some manufactures but was totally regulated by 1996. Now that was for FEDERAL standards. OBD2 is FEDERAL. I asked what OBD2b was and they explained that it is for CALIFORNIA standards. So.... OBD2b is ONLY California. I aksed how you can tell if your car is one or the other and if you look at the pic (attached) you will see if your car has been approved for CA or not. Meaning OBD2 or OBD2b. It will say that the car is approved for Federal AND CA. Now this does NOT mean that if you don't have OBD2b that your car can run products for 00 cars. Take for instance the Greddy turbo kit for 94-00 GSR's. If you intall the kit on a 01 car, the e-manage gives you problems (change engine light comes on). But, the 00 cars are OBD2 too but NOT OBD2b. I guess this was implanmented for 01 car ONLY. Anyways, contacted Greddy and they have been waiting a year for the approval with no avail. I guess the only solution is for them to have the kit pass the OBD2b standards which would make it LEGAL for CA AND Federal standards since CA is so strict. I guess time will tell. I know how to bypass the CEL light and run the kit but then its not leagl so basically it would be better ($ wise) to just get a kit. Also found out that the law that allows cars NOT to be smogged for 4 years (the 4 year rule) is OPTIONAL for all new car buyers. I also found out that if today you bought a car (2005) you have the option of being able to purchase the choice of haveing your car not being smogged for 4 years. Its $18. But is this good? Well for one, the rule ONLY applies to cars purchased IN CA and only applys to the ORIGIANL purchaser, so if you bought the car off someone you S.O.L. Now, if you choose NOT to purchase the paper work, you MUST have your car smogged in 2 years. NOW, if your car DOES NOT PASS smog after the 2 years, the manufacture must pay for the parts for your car to pass. You ALSO get 2 additional years added. So, techincally if you do not pass smog after the 2 years, the dealer pays for the repairs AND you do not have to pass smog for another 5 years. Thats a total of 7 years. So if you have any doubt, do not get the paper work, get the car smogged after 2 years and if you DO NOT PASS, it gets repaired and you do not have to get the car smogged for an ADDITIONAL 5 years. Just some kewl ifo I learned today.
