Default OBD2 Tuning

What is the best way to tune staying with OBD2? (98 D16Y7) I have been reading and am just really stuck on the issue of tuning my turbo D.

If you're staying OBD2, piggy-backs are all that's available to you.

Yes, I'm speaking of the GReddy Ultimate e-Manage (or the previous 'bluebox' generation, which is obviously less expensive since a newer model is out).
