Cali people, can you BAR a JDM B16a and stay OBD0?
Me and my friend are planning a swap for his 90 hatch. He wants a B16 but first gen. Is there anyway to BAR it? Main concern is ECU, where do you get a USDM first gen ecu for that year? And OBD1 isnt really in the price range.
He could try passing it off as a Del Sol DOHC VTEC B16A1 by converting to OBD1. This is made easy with an aftermarket OBD0 to OBD1 wiring harness. You'll need to have all of the emissions stuff from the Del Sol. Since the 1st Gen B16 is a JDM motor, there is no USDM OBD0 ECU for this engine. It will however run on a OBD0 PM6.

The delSol was the first car to come with the b16 in the US (and was obd1), so a JDM B16a is can be considered an "equivalent replacement" for that.
Since no obd0 car in the US came with a b16, you wont be able to stay obd0 and run your b16a.

Also if he converts it to OBD1 his going to need a obd1 engine harness right? Not just a ecu jumper harness or would a ecu jumper harness with a USDM P30 be enough?

pm6 is a crx/civic si ecu.
He wont be able to run a obd0 b16 through the ref.
He needs to go obd1, us spec p30, and us spec intake manifold(unless you get lucky).
obd1 includes 4 wire o2, and obd1 distributor.
Dont use a obd1 harness, modify the ef one. You will need a obd1 harness for plugs though. I offer this service on my website, check my link for harnesses.

So it would be better to go with a OBD1 for him. Now his next question (he would post but he doesnt have a computer) is that he wants to know the difference between a XS-I and a SIR motor. Mainly he wants to know why the price is so different.

the price difference is because the SiR engine comes with hydrolic transmission and the Xsi engine comes with the YS1 cable transmission. If he has an EF its a better idea to get the Xsi engine as he wont have to convert over to the hydrolic tranny
You know what i didnt even see that it was Cable tranny. I think thats what his going to go with, now my next question is the axles, can i use the XS-I axles or would i have to get USDM DA axles, thanks.
I got the same setup. I'm currently using the integra DA axles from Steve at Honda Motors too. (Of course my car is still in the air). I'll know by this week end it doesn't drive right. (BTW - I'm converting from Auto to D15 DX to B16 Manual too).
I too am planning to get it refereed. For my wire conversion, I didn't use a obd0 to Obd1 harness converter because, I heard that they don't allow that. (Thats what this guy I meet told me - he use to work there). I cut, solder, shrink tube, all the wires, and also used plactic tubing and electric tape to give it the factory look.
I heard the people at the carb/bar smog station can be **** about how an engine and wires look like. I can say it spent over 50 hours working on all the wiring on my car. (This includes runnng the wires from the right and left site of the firewall, cutting the metal clips to mount the connectors into the engine, depinning all the wires to use the gray connections instead of the milky white, reconnecting a data connector, and making sure everything has a "home."
Take your time and don't rush on the wires. All I can say is that I started the engine yesterday for the first time in 3 months after changing the flywheel, clutch and Pressure plate myself, and it crank on the third time. I had NO wiring problems but I did get one check engine light error - error 7 which is the TPS sensor. Of course, I removed TPS and notice the sensor is damage - makes a funny noise when I turn it. Time to call Steve@HMO to ask for his opinion! He a good guy!
My only current concern for the bar/carb is the intake manifold (I have the JDM and oppose to the US one) and the emissions container. I'm still working on those items.

Every REF station is different. You really think everyone who has an obd-1 motor in an EF has gone through the wiring changes u have made? I think not. I know Wes V. did, but its a rare thing to see. I will let u all know VERY soon how the conversion harness works out with the REF because im using one and i will be gettin my **** REF'd soon. I dont think it will be a problem....at least im hoping it wont be

I was under the impression that you could only certify a US spec motor in your car. i.e. a B16A2 or B16A3 (or any other engine that was sold in the US).
the JDM engines are just "B16A" with no numeric suffix, and are therefore not eligable for certification as far as I know.
But I haven't kept current on this, so maybe it is changed by now.

When I got my B18c certified, the Referee didn't even look at the ECU and see how it was wired. But then, that comes back to the statement that has been said several times; "all Referees are different".
As FourthgenhatchB17 said, I converted my whole harness over to OBD1, connectors and all. I didn't use a conversion harness.
However; I honestly think that the MOST important thing is in the image of how the the work was done. If it looks like a "cut and hack", then the Referee will look closer.
Make sure that the CEL on the dash works like it should and that you get no error codes. (when the "ground to test" lead is grounded, the CEL light should stay on while the engine is running, without the line grounded, the light should come on when the ignition is first turned on, and then go out)
I'd recommend that you get a conversion harness from droppedcrxsi (aka Ryan) and take it to the Referee. If he has a problem with it, then just hard wire it by cutting and splicing one wire at a time.
