P0135 O2 Sensor Error

That's the heater circuit for the primary sensor. Since it's not showing any codes related to the actual sensor, here's what to check...
1 - Measure the resistance of the heater element. Across the 2 same-colored wires on the sensor. Should be between 10 & 40 ohms, & neither one should have any continuity to ground. If that's OK then your problem is in the car's wiring.
2 - One of the car's wires that connect to the heater should have battery voltage when the car's running. Maybe as soon as you turn the key to ON, I'm not sure...
3 - The other heater wire must go to the ECU. I don't have a wiring drawing for a '98 Civic, so I don't know which pin. Make sure that wire doesn't short to ground, because if it does, the ECU doesn't know that the heater's OK.
