Exhaust Running rich ??? Is it normal

Default Exhaust Running rich ??? Is it normal

Here is my set up...... stock b16a OBD0- Thermal Exhaust-In a 90 HF CRX..
The question is.. Is it normal for the exhaust to be real strong. If im behind the car while its on, there is a smell of fresh gas. My car has no leaking and no blue smoke or burnt fuel. Is it normal for a b16a to run rich. Also if im at a red light you can smell gas but only sometimes. I just passed emitions... so wouldnt they let me know if something was wrong? Thanks for anyhelp..

those PR3 and PW0 ecu's tend to run bit more rich.
