Fuel pump/mpfi Problems

Default Fuel pump/mpfi Problems

Background: I have been having problems with my car for awhile. It is an 89 lx d15 dual point fuel injection. I was having problems of it cutting at highway speeds if i let off the gas, or in parking lots for that matter. I thought this was because of my engine warnign light, which told me to check the tps. I replaced it with another of similiar style(rotates backwards on this tb) and coudln't adjust it to kick off the light. Eventually it was completely undrivable in that it wouldn't start or would die abruptly no matter how much gas i gave it. I thought this was the problem so i decided to do an mpfi swap to remove the old tps. I could never get it to start. I am using an 89 crx si ecu, intake manifold injectors, etc. I have double checked everything to no avail. I am getting spark, but no start, so i assume fuel.

Real Problem:
Because of the odd behavior I assume it is now fuel related. If i turn the key to one position south of start, the fuel pump should prime, for two seconds. It doesn't stop though. It simply flows out the return. I took the hose off of the Fuel Pressure regulator and there is less than 40 psi coming out(I should get a gauge). I realize this is post regulator but there should be little to no regulation with no vacum. I think it is either the fuel pump not supplying enough, or the fuel pressure regulator leaking or something. Anyone have any insight?

Ordered a 190walbro off of ebay to replace pump (when i thought it was the sender unit under my seat), but i am not in the mood to drop the tank if not necessary.

Please help i need to get a car running before november.
