if it somehow got plugged up it would run leaner...if it got stock wide open, then rich would be my guess

Other way around homie. Well it all depends on what the regulator is doing. Usually when it is stuck closed the pressure will increase causing the car to run richer. If is is stuck open you will run less pressure which would cause it to run leaner. Also the other thing is if your diaphram is ripped or has a hole in it it will cause the regualtor not to open however the fuel will be pouring through the pressure line on the top of the regultor causing the motor to run really rich in whatever hole the pressure line is connected to and may cause the engine to hydrolock on fuel.
