The exhaust byproducts and sugar fuse, to form an aroma similar to that of donuts. This causes policeman to go into a state of confusion. Leaving just enough time to make an escape.

It's probably an ecu or distributor problem...

wouldn't the gas dissolve the sugar? i've gotten gas on my greasy 'worked on the car' hand before, and the grease came right off. I imagine sugar would be no match for pressurized gasoline.
On a serious note, yes, it's probobly your timing. Make sure your cam(s) and crank are lined up correctly. Cam gears like to slip a tooth or two on the timing belt when you rev too high.
By the way, removing your rev limiter is useless on a stock engine. It's there for a reason. Cam gears slip, and valvetrains blow up when you exceed the engines redline. Besides, you don't even make power up there anyways. It's not like Honda had to rev limit the engine because people were getting air on freeway on ramps.

You are correct, the sugar would dissolve in the gas. It is harmless to the engine.
