Default welding stainless steel

Can you weld stainless with a regular old ac/dc arc welder? We were able to weld up some mild steel exhaust piping with it, but i'm looking a stainless piping and need a way to weld flanges on it. Do you need special rod for stainless? What about going stainless pipe to mild flanges?

You can weld stainless to mild as long as you are using the proper rod
