b18c1 block whats the hole in the back

On the gsr block on the back on the right side of the oil filter(tranny side)little lower, whats the hole for, right above the hole it theres a bolt(Plug?).

What does that do? I bought a 91 integra with a B18C1 swap and there's nother there...
Is that routing the engine oil somewhere? cuz that hole is currently spitting some engine oil out.

The PCV system vents the crankcase pressure. I'd reccomend getting that PCV system working. A non functioning PCV can increase blowby and can richin the fuel mixture.

So if the previous guy just took off the oil breather tank, then it's suppose to sprinkel oil out of the hole as the car runs?

Not sprinkle out oil but relief crankcase pressure, some oil will be expelled as well, that's what the pcv valve is for, to limit the amount of oil that gets pulled into your intake.
so the engine will still run without the oil breather just that once and a while it'll get some oil expelled. However this is bad for the engine in the long run. Am I understanding correctly?
It will run. It is terrible for the engine, even in the short run. You are exposing the internals of your engine to unfiltered air and debris. Basically, the PCV system allows the crankcase to breathe in and out as pressure levels change due to the movement of the pistons in the cylinders. You have a couple options. You can install the OEM setup (black box, check valve, line to intake tube, etc.) or you can buy/fab a vented catch can. You can probably source both in the classifieds on this site.
So if that thing is plugged somehow, would the engine still run normally? what would it look like on a normal engine when it is unplugged? I saw it expelling little oil (like sprinkling) out of the port, is that normal? I ask these questions because I can't see from a straight shot with out removing the intake manifold, and I want to make sure the previous owner didn't do anything funny before diong anything. That will make me feel more comfortable to install the back box or catch can.
You don't want to just plug the hole with anything but what I said. That will make crankcase pressure a problem. As for the expelled oil, I think that's normal but I can't say for sure because I've never pulled my box and run the motor. The hole is literally a direct path down to the crankcase, which is where all of the oil sits.
so I guess I can just kinda reach my hand in and make sure there's nothing plugging it. Then the next thing is figure out where the hoses goes and buy the according kit
so I've been searching for how to put in a catchcan, and one thing that I didn't find answer is how do I put in the fitting for that non threaded port?
