Default Ebay ECU chips good/bad?

I was looking on ebay and found a "Mugen" Ecu chip that claims it will add like 7 to 20hp. If so im gonna get one for my Lx civic but i dont know if they are worth 12 bucks plus shipping or if they are gonna do more damage than good. Anyone know about these things.

there was another post on this a little while back.. the people kept arguing back and forth.. I wouldnt go with it, the ecu chips screw air temp or something like that, and make your engine think its cooler than it really is so it runs better.. Im not really sure, but it sounds like a STUPID idea... Dont do it.
