im talking about a new built motor. It is a known to have to re-torqued their head onto da block after a couple hundred miles of driving it after it was built. because i am getting very very small amounts of oil on the lining of where the head and the block meet.

If you ask any headgasket manufacturer, it is always desirable to do a re-torque on the head stods / bolts. This process is to be done after about 10 heat cycles.
