Default jdm front, HID problem

finally got my front all welded up, wired the headlights up last night except for the fog lights (still trying to figureout how i want to do them), anyways i wired up the drivers side, turned it on, no problem. Then i wire up the passenger side, turn it on and the HID was flashing like a strobe light. I put a test light on the HID wire at the plug and its dimmer on the passenger side than on the drivers side. Do i need to run a relay for the HIDs themselves so they get straight battery voltage? The stock wire for the low beams (where the HIDs hook up) is pretty tiny). Or are they supposed to work perfectly fine off the stock wires?

HID ballasts require alot of current on initial startup, did you replace your headlight fuses for 20W fuses to handle that extra current draw right when you first turn them on?

It worked fine on my stock wires the first go around. Just needed a good ground to fix that flicker.
