1. What is the issue?
2. Generally, ABS or SRS codes 15-1 does not apply to a '94 Accord. Which leads to the next question.

Snap on scan tool
I went back this morning and read my scan tool again. Error code 15-1
I don't believe the scan too code is right
Also I did use the dash also to confirm on the dash I get error code 15
Which indicates to me ignition control module so I did do all the test for voltage all good.
So is it possible that ignition control module is bad. But before I get 1 , MY question is will the car sill fire and start for a second and die right out.

Code 15 usually is the igniter.
The following is from the now defunct Techauto page:
"ECU code 15: Code 15 is listed as an error in the "Ignition Output Signal." If you have this code it means that the ECU has found the Ignition module (igniter) signal is not received by the ECU which means that the igniter is dead, has a loose connection or has failed intermittently. The ECU looks for the 10V reference signal from the igniter. If the car won't start because of this code then check for a loose connection or go to section 4 on this page and be ready to replace the igniter..."

There are many guides on the web on testing the ignitor (aka ignition control module (ICM)) though.
