Default 95 DX Auto, cranking but no start, good spark, good fuel

Hey Honda-tech, been a while!

I purchased a 95 DX for my retired father to bum around town with. No rust, but it's not starting and I could use some help.
Point me in a direction, share a link, whatever. Thanks!

What I've done:
  • Electric:
  • No CEL's, but CEL light is working
  • New Battery
  • New distributor cap and rotor
  • New Distributor coil
  • New spark plug wires
  • Checked Voltage at distributor coil and is good
  • No blown fuses interior or exterior
  • Replaced Main Relay, good voltage
  • Fuel:
  • New Fuel pump - pump turns on with ignition
  • New Fuel filter - seeping, but it's been on and off several times
  • New line between filter and rail, (previous owner had a gauge spliced in)
  • Checked injectors, good voltage and hear fuel and clicking on each one
  • New gas, car sat since December, added 2 gallons.
Other conditions:
  • the car was owned by a racer, interior is a shambles, but the ignition harness and ECU are straight. not worried
  • Headgasket was replaced in 2012
  • original timing belt
  • Headers, 2 resonators and a can muffler
Literally ANY help is greatly appreciated!

Thanks Honda-Tech

Has it ever ran since you've purchased it?

No. It was parked in December, the owner tried a few things, replaced a few parts to get it going and we settled on a lower price with the expectation it was the distributor coil, which it wasn't

What engine and ECU? List modifications from stock.

Have you checked the mechanical timing?

Is spark at the plugs bright white?

Are the plug wires installed in the correct firing order?

Will do a compression test today

RonJ:

Will look at numbers today. Appears stock other than exhaust and previous maintenance.

Haven't checked timing.

Will check the spark coloration today

Plug wires were NOT in the correct order when I recieved the vehicle, have since corrected with no change

OKAY

Compression test done, 4,3,2,1 - 185,185,185,175

Plugs were wet in 1,2,3 but may have been from excessive start attempts

Mechanical timing seems way off, please tell me I'm wrong. Cam pulley is a TDC and crank pulley marks are at least 30° off. See picture

Turn crank pulley only counterclockwise until cam is perfectly set at TDC1. Use the cam alignment marks that pertain to your engine. The D15B7 cam marks should also be present on rear side of cam pulley. It's easier to align using the rear marks. Then look down at the crank pulley alignment with the pointer.

Post pics that show cam and crank pulley alignments with timing marks/pointer.

Okay Here's the pic. The Cam pulley is TDC, this is looking down as close to straight as I could get.

Can't verify TDC1 without also showing the cam alignment.

IF the cam is at TDC1, then the timing belt slipped out of time.

Yes, the Cam is UP with both Horizontal marks at the deck. The timing is off then, explains why it wouldn't start.

Should I be hopeful that the good compression numbers mean I don't have bent valves?

Yes.

To verify, install a new timing belt with engine properly set at TDC1 and redo compression test.
