93 hatch fuel not priming
I'm just flat out stumped, (new turbo build) new hamotorsports p28 ecu,new grams 320 pump, new s300v3, basemap up loaded, brand new main relay, the 20amp and the 15 fuses wernt blown put new ones in just to be safe, grounds are solid including thermostat., also has fresh e85 in the tank so I dont think lack of fuel is an issue
It was cranking but wouldn't start check fuel pressure Guage no pressure,can't hear the pump. At a huge standstill right now, was Turning over but now just clicks probably burnt the starter up I can replace that later just want to get the pump going so I know that's at least fixed

I know you said you have a new ECU but I would borrow a known good ECU and hook it up just to see if your fuel pump primes. I wouldn't try to start your engine with it just turn the key to first position and listen for the pump to prime. That might isolate the problem to the ECU pump priming circuit. Common problem in these now 23 year old ECUs

Will try my old chipped p28 ecu later unfortunately I work 6 days a week so I don't have a whole lot of time to mess with it. Thermostat ground is less than a year old did a full wire tuck last year but it ran fine afterwards. Only thing that changed electricly was new ecu,s300, new fuel pump, wideband, pinned a11 for boost controller, injectors, and a omni 4 bar map, a new main relay, everything soldered and heat shrunk. I've replaced every fuse other than the big ones in the (hood fuse box) same goes with cabin with easy ids no popped fuses other than if I jump 1-7 main relay pops the ecu fuse for the hood fuse box but I replaced afterwards. Half ready to buy a relay kit to the fuel pump to see if it works. Seems like everything works other than fuel. Have a brand new turbosmart fuel pressure Guage on a new golden eagle rail and guage hasn't moved at all. Also 13.7 at battery not horribly dead so can rule that out.
Pull out your multimeter and do this test:
Based on the fact that the 5-7 test done with the key in ON(II) does not make the fuel pump run, there is a break in the circuit somewhere between fuse 24 and pin 5 in the main relay connector. Try running a new wire between these two points or locate the break and repair it.
So I got the new starter in, replaced main relay, tried another ecu checked 24&31 fuses with my multimeter 12.7 on all tabs, when I jump 1-7 I hear the fuel pump make a click when I initially touch but doesn't hum or anything, same for 5-7. Wire I jumped with and the connector gets really hot so does the connector for both jumps, Idk if that is normal or not. But I'm stumped. Pulled cover off the pump and checked for voltage at both sides of the fuel pump connector and nothing, highest voltage I got was .08.
It shouldn't get hot unless there's a load on the circuit, since your fuel pump isn't priming, this may indicate a shorted wire. Have you tried connecting a wire directly from the fuel pump to see if it primes, still? You mentioned it had before but now it's just clicking?
RonJ basically nailed it here. Fix the break/short or replace the wire, try again. If problem persists, we continue troubleshooting but it's likely this is the cause, though of course there's always possibility of other contributing factors/problems, hence my suggestion to test the FP as well but you may not need to if this solves your problem.

LOOK AT THIS POST
As mentioned if your jumper is getting hot, [and assuming it is of proper gauge] you have a short to ground or shorted winding on fuel pump.
Also as mentioned, run a lead from the fuel pump to a 12V+ source to see if the problem is the pump itself or the wiring between PGM-FI Main Relay and the fuel pump. 94
