Icon4 93 hatch not starting. No power to main relay/fuel pump.

I gotta 93 hatch ls turbo. Cars been sitting for a few months being worked on. Hadn't been fired up in about 3-4 months. The other day I turned the key, the main relay clicked like normal. Fuel pump turned on, but battery was too dead to start the car. About a week or so later I charged the battery, went to turn the key and the main relay is not "clicking" on. So I swapped out my main relay, and still nothing. I put my old relay on my brothers teggy and boom, fires up and fuel pump turns on. So there's an issue with my electrical? I just don't know how to trace it. I checked all fuses under the dash and the hood, all are good. I would appreciate all feed back and suggestions. It's the only thing left to figure out. also, I took my fuel pump out and put power to it straight from the battery and it turns on and feeds fuel. A guy from around my work mentioned something about the car maybe having a safety feature along the lines of a fuel pump kill switch, in the event of a rear end collision he said maybe the low voltage from the battery may have tripped it and it may need reset. I've personally never heard this but any and all Feedback or inPut would help. Thanks HT!

Click the Test Fuses link in my signature. You need to start by using a test light or multimeter to check for voltage to body ground at both top test tabs of installed 15A hood fuse 31 and 15A dash fuse 24.

Also clean and tighten the G101 ground attached to the thermostat housing.

Is there a link to view a diagram of the fuse layout under the dash and/or hood?
