Camlock buckles typically have five slots that belt tang ends go into - four that are controlled by the **** (that open and close) and one that has a machine screw through it. You can mount the buckle on a lap belt or the crotch strap, for example, or on the right or left lap, orienting the buckle however you want but one tang has to be bolted into the buckle.

It's not clear from your description if you have a crotch strap installed. If you don't - and are using only four of the slots - you may be trying to put a tang end in the one with the screw. Look on the back side of the buckle for its head.
