If he has that car at 2150 pounds with driver at 200 horsepower that would be the reason it is a monster IMO.
1. No weights this year because we can't always enforce them. We don't alwayshave access to scales.
2. Cam gears, cams and such are only allowed in H1, the others must play, essentially, by a slightly cheapened up version of the IT/Pro Sedan rules.

This also makes the assumption that he has done everything there is to be done, which if that was the case he would be running at the front with Taz Harvey I would think.
I know Jack is a great driver but with that car I would think Tom should be waxing Jack's ***. Not just slowly pulling away from him.

P.S. A good driver in my car would probably finish at the front of H2 so I am definitely not their yet myself.
I don't know all the specifics of his car, but it was only had a few things that bump it out of H3. I just know that I could prepare my Civic to within WChallenge rules and it would be in H3
sorry dude, Tom's car is about 25-30 hp above yours and i won't even go into the suspension and weight differences.
The head,pistons, cams, ecu, etc.................. are way out of H3 rules.
"minor" changes...LOL.

I just did some more reading at HC.com a bit more closely. That car is still (if prepared to WCTouring specs has a 1.6L motor. The 1 inch to the head has not been exceeded, doubt it could be. You are correct on the glass. I just checked and you are correct on the internals not being ok for H3, although I am familiar with some of the builds running in HC and find that information (cams, cam gears, overboring etc.) not allowed very interesting
Lastly you are wrong about one thing.. I am familiar with some other WCT builds and if his is near the same that car has more than 25- ahh nevermind you said it yourself on the edit

It is hardly a secret that Supra's are worthless on road racing tracks. Fast in a straight line yes, but worthless otherwise. There are plenty of less than 200HP cars out there that would TOAST a Supra on a road racing track. Your impying otherwise just shows how ignorant you are about road racing.
Road Racing is easy to figure out, look to a higher level of racing and the cars you see being driven are the ones that are good track worthy warriors (lemme help you...FAST). This would be EXACTLY why there are NO Supra's racing at a higher level. Even the last guy to race one pro would tell you the reason he got out was because he couldn't run at the front. (besides the fact that he would also tell you the Celica motors are grenades waiting to have the pins pulled) so they dropped those also.
thus the reason why i sucked up a supra in my 150 hp civic.......
