I thought you could cut as long as you didn't alter the "outside" form and shape??
I'm pretty sure fender rolling is considered illegal in Honda Challeng "IF" you have actually pushed the fender out from the stock position in such a manor that it is highly visible and has actually increased the space under the fender. Cutting doesn't damage the exterior looks or dimension.
On my 92-95 EJ1 2dr coupe there were 3 steel sheets in some places making it VERY hard to roll the rear fenders. Maybe/hopefully other cars are different. I think cutting is the best option in the rear on the 92-95 2dr cpe body style. Someone that knows how to roll could still get it done well though. I just cut the biatch! I wanted my 225s to fit without risk ASAP on only 2.5 deg camber.

Hmmm... I think you're right. Looking over the rules, see 7.12d:
Fenders may be rolled and/or inner lip may be removed to prevent tire rubbing. Fenders may NOT be cut or flared with additional material to increase its size.
I'm guessing either I misread that the last time I looked at that, or it was changed since then (3 years ago? ). I know for sure when I was thinking "cutting" like to fit 275s, which is very different from what you did

I didn't wait for the correct tool. I should have but didn't. One fender ghetto pounded with strategery lol and one cut and doctored. It's a honda, not a porsche
I checked the inside clearance closely but didn't realy analyze the fender clearance. The alignment was actually at neg 2 rear before I got the car re-aligned with the RA1s on there. Basically I saw that the fender to tire clearance wasn't making me all warm and fuzzy inside and looked to be a risky move to leave untouched. Maybe it would have worked but that "maybe" wasn't worth cutting up a new set of 225/45/15 RA1s. I found no difinitive answers on the forums saying this exact setup works with zero issues.. . Also, without the roll/cut my street setup 16x7 Desmonds in a 35 offset with 205/45 RS2s came pretty close to the fenders at -2 deg camber so I knew the 40 offset wheels with 225s were going to be VERY close at -2.5.

i have advan ao48 225-40-16 on a 16 by 7.5 with a 43 offset....no rubbing a all..i daily my car and mountain/ track my car and still no problems at all

A048s are standard issue on the Elise and Exige. And whatever the heck the Evo and STi come with are similar in that same respect. I think they're kind of "tame" R-comps, like the A032R a few years ago.

Well Stinky, if you get to be my instructor in the spring I'll let you abuse my RA1s for a few laps. They're down to the fast meat! If you take an extra lap I wont care Maybe I'll learn a thing or two!!
My Civic my be sold to an out of state buyer for 9Gs though. We'll C if the kid comes through. I'm not pursuing the sale very hard at all.. .

Yeah im not too worried. Im just unsure if I want to run 225/45/15 kooks, or the reo1r's. I want to have a street tire, but want the best I can get.
