There is no need to sand it off if you have good paint on it right now. You can paint right over the paint you have right now by running over it with 1200 grit. Your original paint will be the best base to start off of. Are you going to be painting it soon? If not then just leave the paint on for now.
actually, if you have no idea how to do it or what to do, you may wanna consider having someone do it for you. really, not trying to be mean, but it takes a lot of man hours to prep a car out completely and have it look good when your done. if your changing the color, and you want to do it right, everything has to come off the car. doors, bumpers, mirrors, handles, lights, mouldings, emblems, etc, etc. etc.. but if you are set on doing it, youll want a DA, soft interface pad and 400-600. 1200 is a little fine for base. then you will need some red schotch pads to sand all your corners and edges. then before you paint it, take some liquid ajax and a red schotch pad and wash the car really well, get all the dirt and dust off the car.

Don't ever listen to this guy. You DO NOT WANT TO rebase your car with 1200 scratches as your backbone. The paint won't stick. You need rougher than that to get a nice mechanical bond.
You fail on advice.
I usually use 400 grit on solid colors and 600 on metallics.
