wheel well problem

Not sure if this goes here, but the rubber part under my car and between the wheel and rear bumper is ripped. the part that is ripped is under the car. my question is what are the potential damages that can be done with a ripped wheel well, and how much would it cost to have it fixed?

I'm not sure what it's called exactly but its a big rubber thing under the car and part of it connects to the rear bumper. its ripped under the car because when i unscrewed it to try and remove my rear bumper to straighten it, i noticed it was really flappy and ripped. i just got the car about a week ago.
you must be talking about the splash guards....you dont really need it IN MY OPINION....i took all mine out from my integra....but some keep it just to keep the dirt n stuff out...
