Default Rust issues

I bought an 89 Civic Sedan, a true gangster ride... LOL j/k It has rust on the lower rocker panel on the driver side passenger, rust on the passenger rear bumper area, and other places. I just picked up a new roof from the junk yard in excellent condition. I also have some rust that is more, or less surface rust that has not pitted the metal yet. If I sand this rust out, and get it back to nice and clean metal. Instead of spray primer on the spot, and having it come back again. Is it okay, to use a sealer directly over the area that has been cleaned? Therefore, I can temporally seal it from the weather.

I will post pictures later today.

I'd use an etching primer first
