Rust on a 95 Civic

Default Rust on a 95 Civic

I have a 1995 civic sedan that was hit on the right rear back when it was new. The previous owner (this car has been in my family since it was new) didn't get it fully fixed but as you can see they did touch-up the exposed part. Anyways a few months ago when I was washing it I found a small amount of rust that was concealed by the bumper. I applied two coats of Permatex Rust Treatment liquid with a sponge, but as you can see I got some on the paint and it stained it. I am getting very tired of looking at it and I am wondering if I could just put some touch-up paint on it and call it good. Will it continue to rust overtime or do you think I stopped the rust with the rust treatment? Any advice on how to fix this would be greatly appreciated.

The rust doesn't look that bad.

Touching it up will only only cover it up, but the rust will continue to grow under the touch up paint.

It would be best to just sand/grind that rust off right now, primer it and use a small amount of filler
to clean it up then paint that panel.
