Default respraying

when spraying a car that already is painted do you just have to scuff the existing paint, take it all the way to factory primer, or chemically remove all the paint? im trying to learn the basics of painting a car so i can practice on this old hood i have laying around then when i feel confident enough go for respraying my car. the spraying process i know its just the prep that i am unsure of i dont want it to look like poop in the end. thanks guys

scuff it with 400 grit. i use red scuff pads on edges
