Default Question about primer?

I bought a car that some one spray canned primer... I am wanting to prep it for some real paint...Should I sand the primer smooth? or should it be some what rough? OR should I sand the car down redo the primer?

I am pretty sure you will need to remove all rattle can primer so new primer and paint will stick.
