Icon2 How do I remove surface rust?

I have a 98 ITR that had its roof replaced and left unpainted. When I bought it there was a bit of rust so I sanded it down to bare metal with 300 grit paper and sprayed it with 2 coats Rustoleum primer and 2 coats Rustoleum flat black. After a while the rust came back. I just want it to last until I can respray the entire car but it won't be for another year. Any help is appreciated. Thanks

Also almost forgot, the ITR was put together with pieces from another so its half NHBP and CW. When I repaint it completely CW, will the black have any affect on the shade the CW will turn out?

you can sand it again with 220 followed by 320, prime it and SEAL it..... you need a sealer to make sure the rain doesnt get past the primer
