Does this look repairable or would I be better off just buying a new fender?

You need a new fender. It would be cheaper and easier just to get a new one.

don't bother spending money on a new fender.

take it off and see if anything other then the fender is damaged first. take a rubber mallot and beat the dent back in. sand it down to bare metal, primer then bondo. it'd cost you maybe 25$ it might be a little harder then buying a new one but you'd save around 50$

hell no a rubber mallet wont fix that. if it was a dent maybe but thats no dent. that **** is wrinkled up and pinched in some spots. buy a new fender!
