I have a 91 civic hatch. i am the 4th owner. the second was my uncle. it was sittin on his backyard for a long time. then he traded this ef to my other uncle and never fixed it. Now, i have it and im restoring the car. Question is. Does the car need an emission test? I thought 94 n under dont have to. By the way. I have the test pipe instead of the catalytic.

 

That depends on your state and county.

Call a local shop they will know.

 

pre obd2a cars are exempt in my area, and im pretty sure the entire state of IL.

ive had 5 or 6 civics all pre obd2a (for civics pre 1996) I had to take emmisions with my first civic once around 2005, the next year pre obd2 cars were exempt from emissions testing. your 91 civic is obd0 and thus should be exempt. i would check your local laws though to be certain.

 

werd. pre 96 = no emissions test in illinois.
