I dunno too much about thesales tax increase and property tax freeze, but I heard that if it does pass they WILL raise sales tax but most likely NOT freeze property taxes. Either way it won't go into effect but will give it more of a chance of passing.
EDIT: In 1991 they passed a .5% sales tax increase with the promise that property taxes would go down, but since then property taxes have gone up 17%. There is nothing in the new referendum that promises property taxes will go down. Plus, you would only be seeing a savings of $150 on a 150K house. I'm all for the parks and transit system and lower property taxes, but sales tax going up to 6.6% is wack!!.
