The bads: driverside fender is dented, driverside quarter has some rust, driverside REAR window doesnt roll down, and the windshield is cracked on the passenger side.

How about you noticing your lack of knowledge? Those are 96-98 tail lights, the 99-00 tail lights have amber on the top and red on the bottom. He bought the car all stock and put all the parts on it. The title says 96 and all the vins match.
