Wiring DRLs
I have some JDM EK headlights and want to wire my DRLs. The headlights actually have the oem DRL sockets with the plug and pigtail wires.
I want them to come on with the parking lights and just stay on with the headlights. I was thinking of just taping into the wires that are used for the corner signals... but looking at the pigtails I see that one side has 3 wires and the other pigtail has 2 wires

ground
what to do?

I think you're asking about the city lights, not DRLs.
You are on the right track by wanting to tap into the corner lamps, so just connect the ground from the city lights to the ground from the parking lamps, and the positive wire from the city lights to the positive wire for the parking lamps. Don't concern yourself with the 3rd wire.

No, city lights are essentially an equivalent to our parking lights. DRLs (Daytime Running Lights) are lights that come on with the ignition and are intended to make the car more visible during daylight hours. They're normally much brighter than city lights, and do not have a switch.
