So I dont know much about lighting/HIDs. I do know that PnP kits require projector retrofits. Rather than doing that, I found some headlights advertised as "projectors" and wondered if they are the same type that is needed for HIDs. If they are, would it be better to get them or just do a retro? On a side note, Im kind of put off by their rice factor.

Probably not if they are OEM like application with halogen bulbs as the light pattern is completely different compared to HID's. But if the headlights are cheap why not just buy a pair of decent projectors and replace it? I'd go that route.
No those headlights are designed for halogen bulbs. If you want to put real hid on your car, youll need to get a set of hid projectors (tsx, s2k, TL, FX, etc.) and the correct wire harness, and a pair of ballasts/igniters. check out theretrofitsource.com for info. doing a retro fit involves custom modification to your headlights, so youll either have to do it yourself or get some one to do it.

I ordered an HID PnP kit a month ago which has yet to arrive, so now I just need projectors. Them alone are damn expensive! Is that the ballpark price for them?

And do I have to get a certain projector type to compliment the HID kit I bought or can it be whatever kind?
This is the kit I bought:
