question about l.e.d. lights
heres the deal. i made a custom gauge cluster for my car. its a piece of carbon fiber that houses a auto meter speedo and tach. I have 5 l.e.d. lights on it as well-
1- orange one for the CEL
1- red one for the oil pressure light
1- yellow one for the low fuel light
2- green ones, 1 for each turn signal
they are wire to the stock guage cluster where the factory bulbs would go in the sockets.
while the car is running the lights are on but very dim, but when a light is on it is bright as hell. normally on the stock dash the light wont illuminate unless its actually all the way on.
are they staying slightly on because of the fact they are l.e.d. bulbs? if i got rid of the l.e.d. bulbs and just used regular 194 corner light bulbs, would the lights only turn on if they needed to be?
any help is greatly appreciated

Yes.
Because of the nature of LEDS. They have an abrupt ON/OFF at about .7 Volts. Even when it "off" there is still a voltage going through which in your case is enough for it to be dimly lit still. Regular bulbs are incandescent and if they don't meet the correct voltage, they will not turn on.

Stupid electrical engineering nonsense aside, the short answer to your question is yes.
