Light problems, light scatters...
96 Civic...my headlights look pretty bright. I think my car being low makes them suck for distance? Can they be adjusted? Then my highbeams, what a joke they are. The light hardly shines further it just scatters up and out. Is there something I need to adjust? Is it just bad light bulbs?
first question is, do you have a cheap *** PnP kit or do you have a true retrofit? If you have a crappy PnP kit, then that's your problem. Have a retrofit done, and you'll see a huge difference
As far as I know they arent HID, just replacement bulbs. If you look at them they have blue tinted glass. They dont really shine blue though its more white than anything. I saw H4/100 on them. I assume its just a halogen bulb? But why is it so crappy? I know HID's usually have the scatter problem unless you retro fit. Could it be my headlights being a tiny bit cloudy causing it to scatter?

100W bulbs? And you haven't melted anything yet? I'm constantly amazed by just how over built our cars are. US laws restrict headlamps to 55W (just throwing out some info). The overpowered bulb might also be contributing to an inability to see outside of the hotspots (same reason HID kits with a halogen beam pattern hurt visibility).
Cloudy headlamp + blue bulb = scattered light. The "cooler" the color temp, the more susceptible to scatter the light is from dust and moisture in the air, as blue is a shorter wavelength.
Try resurfacing the headlamp and running a nice non-filtered bulb.
