Default Issue replacing headlight bulbs

So my driver side lights just burnt out on my 1995 Honda Accord EX Coupe

I took out the power connectors and I've been stuck after this, theres a little **** that I'm trying to turn but for the life of me it wont budge, I've tried spraying it with wd40 and using all the muscle i have but unfortunately it's not moving, the low beam and hi beam both are burnt out and I can't turn the **** on both of them.

Any advice/suggestions would be great.
