Which HID System?
I bought a DC2 with a Retrofitted BMW HID system. However, one of the ballasts is completely out (and he threw a halogen bulb in the housing b/c he got a ticket). The other HID has issues.....it acts like it tries to fire up, but only flickers. You have to click it quite a few times for it to fire.
Should I just get a PnP kit and put it in the retro'd headlights? The newer kits that are out there that have a harness included.....what do they connect to? Do you plug them into the headlight harness?
What would you guys suggest?

You can find replacement D2S capsules and ballasts at places like HID Planet. You really don't need or want a "PnP kit", since your setup is running actual OEM HID projectors already.
I may, however, be misunderstanding what you mean by "retrofitted BMW HID system", since you do mention that he put a halogen bulb in one of the housings as a temporary solution. If you're running the stock halogen projectors, then you will indeed need a kit that features 9006 based HID capsules.

It confused me because you mentioned the halogen bulb, and at times, people mistakenly use the term retrofit to instead mean simply finding a way to modify stock D2S capsules to fit the halogen projector housings.
Now that it's clear what you have, then a good solution would be to order replacement parts from somewhere like HID Planet. You may also want to double-check the wiring to ensure that it was done properly.

NEVER GET PNP kits, just do it right and do a good retrofit. your a hazard to us all with pnp in cars.

does it have a wire harness??
change the bulbs from left to right...make sure both bulbs are worknig...
if they do work and have a wire harness....then get one ballast from ebay...single ballast should be less than $100..
