I'm having a hard time comprehending your post.
TSX projectors are superb, but you will need to use OEM HID components including the ballast and bulb. Aftermarket kits with rebased bulbs and 2 wires coming off the bulbs will not work in OEM projectors.
And any type of HID in a reflector headlight housing is pure crap, plain and simple.

Most plug n play hid kits won't do that good in halogen housings for the simple fact that the amount of light coming from the bulb is dramaticly larger/more intense than what's normally there...
I've not used aftermarket kits for D2S's, I've read the bulb quality is lower and generally not as good but being in hid projectors it's better than any pnp kit...
I can understand being on a budget, I'd suggest heading over to http://www.hidplanet.com/forums/ and read up as much as you can, there forsale section always has good stuff at a great price...

That's an okay price. I'd continue to shop around for better prices. Sometimes you'll spend less if you buy parts from different sellers

And while you could use some connectors to make HID kit ballasts work with regular D2S bulbs, the quality is always questionable. A pair of OEM bulbs and ballasts will probably run you $300 or a little more, but they should last a very long time. My Philips LVQ-212 ballasts are over 6 years old now, and my bulbs are going on 5 years old. Not a single issue from any of my components, ever.

Well I would say that is a pretty good price, however I don't really trust used electronic components like ballasts, and DEFINITELY not used headlight bulbs. Projectors are no big deal, obviously they will be used. But ballasts and especially bulbs, you have no idea how long each one has been used, what sort of abuse they've been through, or if they're even a matched set (used the same amount of time on the same car). You might put them on and find one bulb looks like a different color than the other one because of different amounts of color shift in each bulb, due to different ages.
But that's just me.
