Default hid help

well so i got a set of bi-xenon hids and i can't get them to turn on. when i click on my highs the bulb moves but still doesn't turn on. not sure what to do. and i am using this http://www.hid-light.com/install/install.html to do the install ver 2

well i went down to sears and got a multi meter. i have power going into the ballest but i don't have power going to the bulbs. do you guys think the ballest are bad

that is one of the most unnecessary and stupidest harnesses i've ever seen. The bixenon controller is probably faulty.
Or you pretty much hooked up the two prongs onto your stock harness.
H4 = 3 prongs.
What car do you have?
