yes there's a difference in ballast. You have your OEM ballast and your cheap aftermarket ballast. You have ballast that require D2S/D2R bulbs, D4S/D4R bulbs, and D1S/D1R bulbs. Then you have the cheap aftermarket ones that have whatever size bulbs you need for your car
If your ballasts use the AMP connectors typically found on aftermarket kits, then you can purchase new aftermarket capsules that generate a different Kelvin temperature (assuming they use the same AMP connectors). Most OEM capsules are only available in 4300K or 6000K and do not use AMP connectors.
you can still get a D series connector to connect a d based bulb like d2s d4 etc to a regular aftermarket ballast.
color temp makes no difference. if the bulbs will plug into the ballast you are good to go.
