Horn not working could be a fuse, check those first.

but your wiring sounds like it was messed with....

I dunno where it was messed with... but it sounds like your brake lights are some how wired into your parking lights, and the turnsignals are grounded to the brake light..

you are going to have to take a look at your wiring, either in the rear part of the car, or under the dash.

what exactly happened, to cause this problem?

Rear end crash? removed an alarm? installed an alarm? installed some new taillights?

checking fuses is easy.. look to see if they are blown.

if it is, just replace it with the same rating fuse.

================================

if it has an alarm, check under the dash for the brain.

most likely the install was poorly done, and that could be the source of your problems.

----------------------------------------------------------

if you can find the brain, try and take a picture of it.

more than likely.. you might want to find a reputable custom audio/security store in your area, and see if they will do a complete removal of the old alarm system... and restore the wring back to how it was when it was stock.

then spend a week or two saving up for a decent alarm system, and get that installed.
