Icon3 brake lights don't work

My 2008 Odyssey brake lights are not working. The tail lights come on with the headlights but just don't illuminate brighter when hitting the brakes. The center top brake light still comes on when you press the brakes so I don't think it is the brake light switch. I checked all fuses and they look good, and also I believe the center top brake light is connected to the same circuit anyway so I wouldn't have thought the fuse was the issue. I pulled the bulbs from one side to look at them and the filaments look OK and in-tact.

Anyone run across this? What am I missing?

My next step is to check the MICU rear junction box http://www.revbase.com/BBBMotor/TSb/...dPdf?id=146357

brake light bulbs are DUAL FILAMENT bulbs...meaning they have two means of operation, one for parking light and one for braking. Replace them...they're likely bad.
