Icon3 Block Rebuild, Help Please

ok, hello to everyone, I am a new user on this site but I got a serious problem with my cylinder block.

First one of my spark plugs seized up and strip the threads completly out the head. I threaded it and put in a insert pretty easy but once I had the head off I noticed mythe cylinder head bolts were loose......

Getting to the point, I put heli coils in striped block. When I put everything back together I striped another one, so I took everything off and did all of them....

Know I have one bolt that the heli coil did not hold up. Its acting as if the ct loil itself is spenning but yet I can not loosin it or tightin it for that matter...

Im sure I can get it out but my question is can I put time inserts in there instead seeing as every kit I have found has the same drill bit hole size but the threader is diffrent style.........I cant thread over new threads and would rather use time serts......any ideas would help alot.

Heres my spes:
bolt size 11m 1.5 ,
drill 29/69
acura integra LS automatic 1.8v 4 cylinder

I belive what I need is a kit that has a bigger drill bit size so the threads can be clean when im done.... please help if you can
