Why does my H22 not pull before VTEC???

Default Why does my H22 not pull before VTEC???

So I went for a couple runs last night buy my house, and the car just didn't feel right. I was launching at about 3500, feathering the clutch, and the car wouldn't spin very much, but it felt like it had absolutely no power until VTEC hit, and then it went hard. Right up until about 4500 RPM's it just doens't feel like anything's there. I'm throwing 2 codes: 14 and 23. Could it be because of the IACV not being hooked up? I know guy were having trouble bogging up to like 2500 RPMs and I was having that to. But then this happened yesterday. Hopefully it's just the IACV not being hooked up, but any other ideas would certainly be of help.

And usually when that happens its either timing, fuel, spark, or O2..

Just recheck everything over again and get rid of all your CELs first.

23 is Knock. It's getting fuel, getting spark. It's gotta be either the IACV or my fuel pump.
Btw, what wires are IACV and where do they go on the ECU? Just wondering so I can wire it directly.
