I'm using 2.5" with my H22, I'm also using a magnaflow resonator and muffler with no cat, I would say its a little loud.

I have 2.25" on both of my hybrids: 92 VX with 99 B18C1 and 91 CRX DX with 96 B18B1. The 2.25" provides adequate flow for a mild N/A setup. Since you have a JDM H22, I would go with 2.5" piping.

If you don't plan to run a cat, make sure you use a minimun length of 30" for the glasspak/resonator on a 2.5" exhaust setup, and a good "free flowing" 2.5" inlet/outlet muffler. It'll have a low rumble and clean sounding tone, and will NOT buzz in VTEC. Adding the cat will just make everything more quiet, but still sound the same. If you get a shorter resonator (I had a 22" one on my old car), it'll slightly buzz (hardly noticable) but it'll be loud as hell in VTEC to cars behind you... again, that's with no cat.
You can use 2.25" piping, as I've done so on the track when I first swapped in my H22 almost 1.5 years ago, but 2.5" helps better on the top end.... haven't driven a H22 hatch with 3" but I've raced mine on numerous times from just open header - you definetely need ear plugs when your car is completely gutted except for dash and seat

Yes, slightly. When I smogged my car, before I sold it, we put a new cat on and it did hinder performance. VTEC wasn't as "loud" and it didn't feel like it was pulling as much in the top end. Could've been all psychological but that's how it felt to me.

but how much will piping affect your performance? A guy I know has a JDM B18C in his hatch and wants to upgrade his exhaust but will not because jdm motors will not pass smog in CA, and if he gets aught, he'll have to put the motor back to stock. He'd rather suffer a couple HP and look legal, rather than attracting attention with a loud exhaust.
another idea would be to to use a larger piping on a prelude or ITR stock exhaust, to stay legal.
I'm only speaking from a California point of view. Our laws suck.
