Default VTEC question

When should VTEC engage? I've heard that it should be engaged around 4,400rpms, but mine engages around 5,200...any ideas?

Stock Specs:
GSR (B18C1) = VTEC @ 4,400rpm - 4,800rpm*
B16, B18C5 = VTEC @ 5,200rpm - 5,700rpm*

*Oil PSI affects when VTEC engages

Thanks...any idea what would affect it not engaging sooner?

Besides bolt-ons I have 9.5:1 pistons and eagle rods....
