throwing code 21 after fuel pump install

throwing code 21 after fuel pump install
93 civic hatch w/ obd1 jdm h22a
in the beginning my car ran really rich during idle and part throttle which caused slight hestitation, i also noticed that the fuel pump primed really loud so i assume it was some aftermarket pump, pulled the pump out today and found a walbro 190, i swapped a stock pump back in and the engine started up fine, took it for a spin but vtec didnt engage, instead its cutting out where vtec would kick in. checked for codes and its throwing code 12 (egr) and 21 (vtec spool solenoid valve), im not too concerned of code 12 since its been throwing that code for awhile. vtec hasnt been working since i installed the stock fuel pump. i checked the wire connections and examined the gaskets. still throwing code 21, any clue people?

ok vtec suddenly works now but its still throwing code 21. i'll be switching to a chipped p06 w/ vtec conversion soon running a h22a basemap and hopefully it wont throw code 12 or 21. ive heard lots of people throwing code 21 on non vtec motors so i think its just some random code that the ecu likes to throw.
