Default testing the idle air control valve?

like the topic says, is there a way to test it? i'm throwing code 14 and when i engage the clutch, while driving, it does tend to want to almost stall. I have taken it off the manifold and tried starting the car but the spring didnt do anything. P.S. its a 98 b18c1. i also have a victor x manifold, could this have something to do with it?

i'm not sure how to test it but u can clean it. Check the wiring, and if all else fails, get it replaced.
