Default which REF STATION should I go in S Cal?

I have a 2000 civic LX and I recently found a USDM Integra GSR b18c
engine. I know I cannot use the 2000 ecu cuz of the immobilzer. I am planning to use 99 gsr ecu with the jumper harness instead. Does anyone know if I can pass the test? Will they be able to find out I am using OBD2a instead of OBD2b ecu? Which ref station should I go if I need to pass. Need some advices. Thks
